Labor Compliance/Prevailing Wage Unit

As a recipient of State and Federal funds, Metro is required to monitor and enforce contractor compliance with State and Federal prevailing wage requirements on Metro public works projects.

Projects with State funds are administered by the California Department of Industrial Relations where compliance with the California Labor Code is Enforced. When the source of funding is federal, the Davis-Bacon Act is applicable and is enforced by the U S Department of Labor.

To assist contractors in meeting their prevailing wage requirements, the Labor Compliance Unit conducts pre-bid and pre-construction orientations to apprise contractors working on Metro construction projects of applicable labor standard provisions. Additionally, Labor Compliance Unit staff provides on-going technical assistance to participating contractors.

During construction, Labor Compliance Unit staff conduct payroll audits and on-site interviews as part of its monitoring efforts.
