This job bulletin is posted to establish or add to a Qualified

Position
Manages the Financial,
Administrative and Strategic Planning functions of an executive unit; manages
capital and operating budget, conducts effective performance analyses and
support executive management in the development and implementation of strategic
objectives; provides financial plans, projections, and forecasts for programs
and projects, and analyses financial impacts; tracks and analyzes actual
expenditures versus budget performance to determine and resolve variances;
assumes lead responsibility for the preparation and analysis of short,
intermediate, and long term budget projects; directs, interprets and presents
complex budgetary/organizational analyses; monitors departmental compliance
with audit recommendations; coordinates in conjunction with OMB, the capital
and operating budgets and staffing plans; participates in management meetings
and decision making processes to identify problems and solutions; serve as
project lead for major administrative analyses, practices and procedures
development; responsible for maintaining, supporting and promoting a safe work
environment while complying with all of Metro’s safety rules, policies and
procedures; and performs other related work.
Requirements for Employment
Potential candidates interested in this position MUST meet the
following requirements; a Bachelor’s Degree in Business, Public Administration,
Finance, or other related field, A Master’s Degree in Public or Business
Administration is desirable; and five years at the Chief, Senior, Principal
Analyst level performing complex professional budgetary and/or financial
analyses, organization, space planning, and management work.
Must have a satisfactory job performance
record as verified by reference check prior to the offer of employment.
Knowledge:
Theories, principles, and practices of public administration,
management, organization, budgeting and financial administration, personnel
administration, grants administration and cost accounting; administrative
methods, including goal setting, strategic planning, program and budget,
policies and procedures development and implementation.
Abilities:
Handle highly confidential information; perform complex financial
analyses, comprehensive reports, and correspondence; determine strategies to
achieve goals; resolve complex financial and administration problems;
understand, interpret, and apply laws, rules, regulations, policies,
procedures, contracts, budgets, and labor/management agreements; analyze
situations, identify problems, recommend solutions and evaluate outcomes;
exercise judgment and creativity in making decisions.
