This
job bulletin is posted to establish or add to a Qualified Candidate Pool (QCP).
Position
Performs
journey-level professional work in support of contract administration
activities; summarizes and may assist in drafting technical specifications and
statements of work for Request for Proposals (RFPs)
and Invitation for Bids (IFBs); performs cost and
price analyses on contractor proposals, bids, amendments, or change orders;
schedules advertising and announcement of IFBs and RFPs; holds pre-bid meetings to answer questions; leads
proposal and bid evaluation teams and evaluates proposals and bids; negotiates
contract costs, terms and conditions with multiple vendors; prepares award
recommendations for management; prepares reports and correspondence including
price reasonableness reports; monitors contract compliance and negotiates
amendments or change orders; resolves problems and disagreements between
contractors and user departments; reviews and approves contractor invoices;
conducts closeout actions upon contract completion such as final audit,
payment; responsible for maintaining, supporting, and promoting a safe work
environment while complying with all of Metro's safety rules, policies, and
procedures; and performs other related work.
Requirements for Employment
Potential
candidates interested in this position MUST meet the following requirements:
a Bachelor's Degree in Business, Public Administration, Engineering or
other related field. Must
also have two years of experience performing contract administration work. Experience in negotiated procurements,
drafting specifications and/or construction contracts is
desirable.
Attendance
record must meet Metro standards. Must have a valid California Class C driver's license.
Knowledge: Theories, principles, and practices of contract administration for
public agencies; applicable laws governing public procurement and contract
administration process, statistical and cost/price analysis.
Abilities: Perform contract administration work, cost and price analysis;
interview and evaluate contract proposal respondents; mediate and negotiate;
understand, interpret and apply laws, rules, regulations, policies, procedures,
contracts, and budgets.
