This
job bulletin is posted to establish or add to a Qualified Candidate Pool (QCP).
Position
Directs
the activities of the UFS/Regional TAP Operation Department; directs the
overall systems design, oversight and functioning of Regional TAP engaged in
technical development, evaluation, analysis, reporting and monitoring of mass
transit revenue collection and services; develops, implements, and directs operating
standards, policies, and programs, for the overall systems architecture and functioning
of regional TAP equipment for bus, rail, associated support equipment, and
other advanced technology systems interfaces to TAP; oversees integration of
all regional fare products; directs the development and implementation of smart
card based operating policies for the regional Universal Fare System (UFS) and
TAP program; directs all new capital projects for regional TAP; provides technical
systems engineering oversight for procurement of regional bus and rail smart card
based revenue equipment; creates Metro’s safety vision; approves and adopts the
agency’s safety rules, policies, procedures; communicates safety expectations;
and maintains accountability for the safety performance of the entire agency;
complies with all of metro’s safety rules, policies, and procedures; and
performs other related work.
Requirements for Employment
Potential candidates interested in this position MUST meet the following requirements: A Bachelor’s degree in Engineering,
Computer Science, or other related field and five years of management-level
experience in systems engineering design and implementation for a major public
transit agency. A Master’s degree in a
related field is desirable.
Must have a satisfactory job performance
record as verified by reference check prior to the offer of employment.
Knowledge: Theories,
principles, and practices of systems design and engineering; capital budgeting,
equipment procurement and warranty; applicable laws, rules, and regulations; vehicle,
facilities, equipment maintenance advanced technologies for both bus and rail
public transit; automated passenger counting technology; smart card technology;
smart bus technology; supervisory control and data acquisition technology;
global positioning systems technology; data base administration; modern
management theory.
Abilities: Plan,
organize, and manage engineering and programming projects; manage large-scale
projects from inception to completion; negotiate contract terms and monitor
contracts to ensure compliance with scope, specifications, schedule, and
budget; manage projects within the stipulations of collective bargaining
agreements; recognize problems and implement solutions; exercise judgment and
creativity in making decisions; determine strategies to achieve goals;
communicate effectively with others; travel to offsite locations within a
reasonable timeframe.
