EXECUTIVE OFFICER, RISK MANAGEMENT
Grade AA: $134,378 - $167,972 - $201,567
Appointments to positions can be made at any point in the salary range
with appropriate management approval.
This job bulletin is posted to establish or add to a Qualified Candidate Pool (QCP).
Position
Provides
executive direction to the overall functioning of metro’s Risk Management
programs, including coordination with associated safety functions; oversees all
Risk Management functions for Metro, including General Liability, Workers
Compensation, Excess Liability, Builders Risk, and Metro’s self-insured General
Liability and Workers Compensation Programs; establishes and implements
long-range Risk Management goals, financial strategies, budget, claim handling
and loss control; develops and markets programs to insurance underwriters to
provide coverage for Metro’s loss exposure; sets overall Risk Management policies
and procedures; may manage the Construction Owner Controlled insurance program
contracts if Metro chooses to implement one; manages the General Liability
Third Party Claim Administration contracts; manages the self-administration of
workers' compensation claims; prepares Board Reports and presents same to
Metro’s Board of Directors; coordinates with Operations and Construction
Executive Staff to ensure that the overall Agency’s goals and objectives are
properly implemented and successfully achieved; complies with all of Metro's
safety rules, policies, and procedures; and performs other related duties.
Requirements for Employment
Potential candidates interested in this position MUST meet the following requirements: a Bachelor's Degree in Business or Public, Administration,
Accounting or other related field and eight years of senior management-level
experience administering risk management and/or financial
management/consulting. A Master’s
Degree, ARM, CPCU is desirable.
Must have a valid California Class C
driver’s license.
Must have a satisfactory job performance record as verified by
reference check prior to the offer of employment.
Knowledge: Theories, principles and practices of risk
management, loss control, risk finance, litigated and non-litigated claim
handling, budgeted, accounting and financial management principles; local,
state and federal law applicable to public and private Risk Management;
contract, Insurance, Agency and Tort law; Transit operations, and large-scale
construction and claim handling tactics within each of these disciplines;
California's Labor Code with respect to workers' compensation; modern
leadership and management practices.
Abilities: Effectively plan and organize professional
risk management services; communicate effectively both orally and in writing;
mediate, negotiate, and direct arbitration process; reason through complex
insurance issues, problem solve, troubleshoot and resolve coverage issues; to
travel in order to accomplish proper insurance placement and negotiation with
underwriters, both foreign and domestic; publicly represent Metro’s mission,
goals and philosophy; manage time and staff effectively.
