As the Congestion Management Agency for Los Angeles County, Metro is responsible for implementing the Congestion Management Program (CMP) for Los Angeles County. State statute requires that a congestion management program be developed, adopted, and updated biennially for every county that includes an urbanized area, and shall include every city and the county government within that county.

Since the CMP became effective with the passage of Proposition 111 in 1990, it has forged new ground in linking transportation, land use, and air quality decisions for one of the most complex urban areas in the country. The CMP addresses the impact of local growth on the regional transportation system. Statutory elements of the CMP include Highway and Roadway System monitoring, multi-modal system performance analysis, the Transportation Demand Management program, the Land Use Analysis program, and local conformance for all the county’s jurisdictions.
