Job Access and Reverse Commute (JARC) and New Freedom Programs

Overview

The Job Access and Reverse Commute (JARC) and the New Freedom Programs were developed to provide funding to improve transportation services for individuals with lower incomes and persons with disabilities. The Federal Transit Administration is the federal agency authorized to administer these funds under the following programs: Section 5316 (JARC) and Section 5317 (New Freedom).

The JARC formula program supports the development and maintenance of services designed to transport welfare recipients and eligible low-income individuals to and from jobs and activities related to their employment.

The New Freedom formula program provides funding for new public transportation services, and alternatives to public transportation services, for people with disabilities, beyond those required by the Americans with Disabilities Act of 1990 (ADA).

The Los Angeles County Metropolitan Transportation Authority (Metro) is the designated recipient of JARC and New Freedom funds for the Los Angeles/Long Beach Urbanized Area and the Palmdale/Lancaster Urbanized Area. Our role is to ensure that funding under these programs is distributed in a competitive basis and that the established program requirements are met. Applications for funding must be submitted to Metro as described under the Applications Instructions section. These programs were authorized by Congress under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), the federal funding authorization for fiscal years 2006 through 2009, enacted August 10, 2005.
