Transportation Improvement ProgramMetro requires all agencies requesting Transportation Improvement Program (TIP) funds to use the new ProgramMetro Database for entering, editing, and viewing transportation projects and services information. The new database we created will streamline Los Angeles County’s TIP submittal and amendment process and improve agency access to information. Once the database is active, we will no longer accept manual project submittals and amendments. 2006 TIP - Submissions to 2006 TIP - Amendment 12 are due Friday, September 28, 2007. 2008 TIP - Submissions to the 2008 TIP Adoption are due Wednesday, October 31, 2007. The 2008 Adoption will not be approved by the federal agencies until October 2008. The TIP is a federal and state mandated six-year programming document that contains financial and other information about local highway, state highway, and transit projects and services. This listing includes all capacity and non-capacity enhancing transportation projects programmed with federal, state or local funds. The TIP also includes all capital and non-capital/operational elements for both highway and transit projects. Lastly, any regionally significant project, as defined by the Southern California Association of Governments (SCAG), must be included in the TIP even if it is not federally funded. The TIP is necessary for two other reasons. First, the TIP is a planning process mandated by federal and state requirements. Second, a transportation project is not eligible for federal/state funding, federal/state permits and environmental review (EIR, EIS), such as air quality conformity determination, unless it is listed in the TIP. The Los Angeles County TIP is part of the Southern California Association of Governments’ (SCAG) Regional Transportation Improvement Program (RTIP). Before federal funds can be released to listed project sponsors the TIP must be reviewed for air quality conformity with federal and state laws and regulations by SCAG, the California Department of Transportation (Caltrans), and the U.S. Department of Transportation (USDOT).
