State Route 2 (SR-2) Freeway Terminus Improvement

Overview

Metro and Caltrans have released the Initial Study/Environmental Assessment (IS/EA) for the State Route 2 Freeway Terminus Improvement Project. Please plan on attending any of the upcoming meetings to learn more about the evaluation of alternatives, including: traffic, safety, noise, aesthetics and other environmental considerations.

The IS/EA is available for a 45-day public comment period from May 18 to July 2. Public comments will be recorded by a court reporter during the community workshops and public hearing.

Project Background

SR-2 was originally planned and constructed in 1959 to connect with the Hollywood Freeway (US 101) through the neighborhoods of Silver Lake and Echo Park. In 1962, as a result of local community opposition, the full build-out plan was rescinded and construction was terminated at the present SR-2 terminus near Glendale Boulevard and Duane Street. Since then, commuter traffic coming off of and on to SR-2 has passed through the community, primarily along Glendale Boulevard and Alvarado Street, and has contributed to congestion.

Streetscape and traffic flow improvements have been completed on Glendale Boulevard. However, these improvements will not address the SR-2 Terminus. To this end, through a TEA-21, High Priority Highway Project Authorization, $12 million has been earmarked to upgrade the southern terminus of SR-2 and to address transportation issues and community concerns on Glendale Boulevard.

The purpose of this project is to develop a balanced transportation system serving local and regional transportation needs as well as to reduce congestion and provide improved transportation mobility at the SR-2 Freeway Terminus.

The following are the specific project objectives:

  • Better manage traffic flow at the terminus;
  • Enhance accessibility and safety in the vicinity of the SR-2 terminus; and
  • Develop a freeway terminus that is compatible with existing residential and commercial uses in the immediate vicinity.

Meetings

Metro hosted Community Workshops and one Public Hearing to provide the community an opportunity to ofer comments on the environmental analysis. To view the Public Hearing Presentation, click here. The Metro Board will then have the option of selecting a Locally Preferred Alternative (LPA) based on technical analysis, environmental assessment, community comments and financial considerations. Following the selection of the LPA, the consultant team will finalize the IS/EA incorporating public comments and responses to those comments.

Alternatives Under Consideration

Alternatives listed below are currently under consideration in the preparation of the IS/EA (PDF format, Adobe® Acrobat Reader plug-in required for viewing). Please note that some of the alternatives were formerly numbered (i.e. Alternative 1, Alternative 2, Alternative 5b, etc.) and have now been renamed using letters to avoid any confusion when agencies and other stakeholders review the environmental documents.
